AUDIOVISUAL-CODE-CHANGES / Romanian audiovisual rules change



Bucharest (MEDIA EXPRES) / February 21, 2007 / The Romanian public TV stations will no longer be allowed to broadcast advertising miniclips during the football games, as private stations can, according to the changes that the Romanian National Audiovisual Council (CNA) decided to bring to the Audiovisual Code.

Thus, the public TV stations will only be allowed to broadcast advertising in the 15 minutes break between the two parts of a game.

Also, the CNA decided to ask the TV stations to mention onscreen if a musical play broadcast during a show is being sung live on stage or playback.

The games and contests broadcast on TV with prizes in money will no longer be broadcast but live, between 10.00 PM and 06.00 AM.

The CNA also modified the article no 73 from the Code (which showed that the stations cannot broadcasts programmes which are editted, presented, moderated or made by politicians), by forbidding the politicians to appear in radio or TV shows as “permanent guests”.

The new version of the Code forbids the hidden camera shows or the practical joke shows where the people’s personal lives are involved.

The CNA also changed the way the political life is reflected in the audiovisual media, by giving the officials of the Government parties 60% of the space the stations decide to give to the expression of political values. The opposition parties get the rest of 40%, which they have to share with the independent Parliament officials and with the non-Parliamentary parties.

Regarding the radio and TV advertising regulations, the CNA decided to forbid, starting January 2008, the commercials which advertise food for kids and which feature celebrities, doctors or famous cartoon and fairy tale charachters. The natural products commecials are excluded from this rule.

Also, the Council decided to forbid, starting September 2007, the commecials which advertise food for kids which contain associations of the food with other products for kids, such as toys etc.

The CNA also decided to ask all TV and radio stations which broadcast advertising for food to include in the advertising breaks the following warning: “For your own health, avoid extreme consumption of salt, sugar and fat”.

Also, the commecials which advertise juices and refreshing drinks and are illustrated with fruit will compulsory include the fruit quantity in the product.

The new version of the Audiovisual Code will be implemented starting the end of March 2007. (AC)
